Background of the study:
Government reforms have been critical in steering Nigeria toward sustainable development by enhancing institutional efficiency, transparency, and accountability. In Lagos State, reforms implemented over the past two decades have targeted various sectors including infrastructure, education, and public service delivery to promote long-term economic and social development. Such reforms have fostered an environment conducive to innovation and investment, laying the foundation for sustainable urban growth. Improvements in regulatory frameworks and the adoption of modern management practices have resulted in better public service outcomes and increased investor confidence (Oluwaseun, 2023). However, challenges such as bureaucratic inertia, political interference, and funding constraints continue to pose obstacles. Recent empirical research indicates that while reforms have yielded positive results, their long-term success depends on continuous adaptation and stakeholder engagement (Chukwu, 2024; Ibrahim, 2025). This study critically examines the role of government reforms in driving sustainable development in Lagos State, analyzing policy impacts, implementation challenges, and the interplay between reform initiatives and sustainable growth.
Statement of the problem:
Despite numerous government reforms in Lagos State, achieving sustainable development remains challenging due to ongoing issues such as bureaucratic delays, limited public participation, and inadequate policy enforcement (Oluwaseun, 2023; Chukwu, 2024). These factors have resulted in uneven development outcomes and hindered the full realization of reform benefits. The study seeks to identify the determinants that limit the effectiveness of government reforms and to propose strategies that can foster more sustainable development.
